Yamaoka was born in Seattle on January 26, 1903. His father, Otohiko Yamaoka, was a Japan-born lawyer and community leader. He received his law degree from Georgetown in 1928, and thereafter moved to New York, where he served as secretary to Hiroshi Saito, New York Japanese consul (and future Japanese ambassador to the US).
